INTRODUCTIONThis training aims to enhance the capacities of
humanitarian workers and practitioners in designing, implementing and
evaluating Sustainable Livelihoods and Economic Recovery programmes
based on disaster risk reduction and Sustainable Development
principles. There is a growing recognition of the need to implement
sustainable development activities after disaster and emergencies as
part of economic recovery programs. This course provides the
techniques and means to do so which are often not known to those
responsible for post-disaster recovery. The training intends to bridge
this gap by building the capacities of practitioners in the design and
implementation of post-disaster economic recovery
programs/interventions that integrate Sustainable Development Goals
and Disaster Risk Reduction. It will improve their understanding of
livelihood diversification, skills training, etc. and also provide
them with tools which can facilitate decision making related to
economic recovery that result in sustainable livelihoods and economies
by:
• Enhancing the resilience of communities to future climatic change
events;
• Creating a stronger infrastructure;
• Strengthening institutions against the eventualities of climate
change; and
• Enabling sustainable recovery.
Participants of the training will contribute to building capacities of
respective communities in recovering effectively from disasters and
building resilience of affected communities in the long-term.

COURSE OBJECTIVES
To introduce participants to the need of reducing future humanitarian
interventions including reducing the scale and embark on development
to attain development goals
Towards this end, the training will discuss the following:
• Models of Economic Recovery;
• The design and conduct of Post-Disaster Impact Assessments;
• Different Livelihoods Interventions capable of addressing
assessment outcomes;
• Tools and Mechanisms for Resource Mobilization to support recovery
programming; and
• Data Collection, Tools, and Indicators for Monitoring and
Evaluation.
COURSE OUTLINE
MODULE1:
UNDERSTANDING DISASTER, ECONOMIC RECOVERY AND SUSTAINABLE LIVELIHOOD
RESTORATION
• The concept of disaster, elements at risk, disaster risk
reduction, sustainable development
• Core principles of disaster, disaster risk reduction, sustainable
development
• Basic concepts: Disaster and disaster risk management
• Linkages between Early Recovery, Vulnerability Reduction and
Disaster Risk Reduction
MODULE 2:
EARLY RECOVERY
• Assessing the economic impacts of a disaster
• Small business assistance and industry recovery (health)
• Emergency employment, cash for work and start-up grants to
recapitalize local businesses;
• Debris management, access and rebuilding infrastructure;
• Local governance support, strengthening local government capacity
for relief and recovery planning
• Coordination and implementation, improving the capacity for local
risk management.
MODULE 3:
DEVELOPMENT OF RECOVERY NETWORKS
• Infrastructure and building back better communities
• community recovery committees and training
• Individual, community and organizational preparedness
• Community-Based Preparedness Committee
MODULE 4:
TOOLS FOR DESIGNING SUSTAINABLE DEVELOPMENT STRATEGIES AND ROADMAPS
