Session 2 (9:10AM – 10:00AM) Yellow Book Updates
Speaker: Kathleen Wood, CPA - Arizona Auditor General's Office
Description: The U.S. Government Accountability Office issued
the _Government Auditing Standards_—2018 Revision, which apply to
government auditors. This session will provide an overview of these
important updates since the 2011 Revision of the standards.
Session 3 (10:10AM – 11:00AM) 2019 GASB Updates
Speaker: Michael Stelpstra, CPA - Arizona Auditor General's Office
Description: GASB recently issued proposed implementation guidance
on its new fiduciary activities and leases standards—the biggest
standards most governments will need to address in the next few years.
This session will review the proposed guidance along with other
standards Arizona governments will need to implement in fiscal years
2019 and 2020. We will also look at other short- and long-term
projects GASB is working on.
Session 4 (11:10AM – 12:00PM) Municipal Bond Market Update and
Trends
Speaker: Kurt Freund - RBC Capital Markets
The majority of America’s infrastructure is financed through the
issuance of municipal bonds by State, local and other governmental
entities. This session will provide an update on current issues and
trends in the municipal bond market, including the impacts of tax
reform on both issuers of municipal debt and the investors who
purchase these securities, and what the future may hold for tax-exempt
bonds and funding infrastructure in America.

Session 5 (12:30PM – 1:20PM) 2019 State Treasurer’s Updates
Speaker: Mark Swenson
This session will provide an update on how the State Treasurer's
Office investments are doing, what the projections are for the future,
provide any new or proposed legislative changes impacting the
Treasurer's Office, and discuss how the Education Land Trust for
Schools funding is doing.
Session 6 (1:30PM – 3:10 PM) Economic DEVELOPMENT PANEL DISCUSSION
Panelists: Cindy Smith, CPA (facilitator) - ASU, Christine Mackay -

This session will provide an open dialogue with city economic

Session 7 (3:30PM – 4:20 PM) Audit Updates, Including Cybersecurity
in Financial Statement Audits

This presentation will cover the recent updates to auditing standards
as well as a look at the upcoming projects the AICPA is currently
working on. We will then dive into IT controls and security that all
state and local governments can focus on in this ever changing
environment of information technology.
