AREA MARITIME SECURITY COMMITTEE (AMSC) AFTER ACTION REPORT

HART’s presentation will be by Mr. Andy Robbins who will provide a
rail project UPDATE.
Andrew Robbins is the Executive Director and CEO of the HONOLULU
Authority for Rapid Transportation (HART), a position he has held
since September of 2017.
He is a seasoned rail transit executive with substantial experience in
public passenger urban rail, rail equipment, infrastructure,
construction management, systems
integration and airport transit. He has a specialty in driverless
transit systems.
As a senior executive with Bombardier Transportation, Mr. Robbins led
efforts in project development, bidding and contract negotiations for
many transit projects in Denver, Las Vegas, San Francisco and Los
Angeles. He also led similar efforts for urban automated projects in
Singapore, Guangzhou and Shanghai, China. All three projects were the
first ever fully driverless transit systems in those cities.
From 2012-2015 he was based in Hong Kong as Head of Business
Development for the North Asia region with a focus on the mainland
China market.
Mr. Robbins is a Past Chair of the American Public Transportation
(APTA) Automated Transit Technical Forum.
He is a licensed professional engineer in the U.S. States of
Pennsylvania and HAWAII.
Mr. Robbins holds a B.S.E.E. degree with a minor in Urban Studies from
Lehigh University (Bethlehem, PA) and an M.S.I.E. degree in
Engineering Management from the University of Pittsburgh.
_USCG AND AMSC AFTER ACTION REPORT AAR FOR KAUAI AMSTEP EXERCISE_
The INFRAGARD HAWAII MEMBERS ALLIANCE (IHMA) chapter assisted the
HAWAII AND AMERICAN SAMOA AREA MARITIME SECURITY COMMITTEE (AMSC)
hosted a Interaction & Integration Seminar (CIIS). The CIIS included
a Sensitive SECURITY INFORMATION (SSI) overview by U.S. Coast Guard
Exercise Support Team (USCG EST) 3, Team Lead and an overview of the
HAWAII AND AMERICAN SAMOA AREA MARITIME SECURITY PLAN (AMSP) by Sector
HONOLULU's Port SECURITY SPECIALIST WHO ALSO SERVED AS THE LEAD
FACILITATOR FOR THE CIIS. Sector HONOLULU’s Planning Section Chief
participated as a Lead Facilitator Assistant and Recorder. The SSI
information will not be discussed at our general meeting and can be
discussed on a need to know basis coordinated through the USCG Port
SECURITY SPECIALIST.
The Table Top exercise was designed to provide senior members of the
AMSC in Kauai, HI with an opportunity to interact and clarify
COMMITTEE MEMBERS' ROLES AND RESPONSIBILITIES DURING THE AWARENESS,
preparedness, response, and recovery phases of the most probable
Transportation SECURITY INCIDENTS (TSIs) within Nawiliwili Harbor in
Kauai, HI.
The goal of the table top was to focus on the incident event trigger
of simulating a grounding of a Liquid Petroleium Gas (LPG) tanker ship
in the entrance of the Nawiliwili Harbor and discussing and planning
notifications, communications, and integration of local, county, state
and Federal assets during a possible TSI. Discussion was captured by
CIIS Recorders. Also included in this report are observations
provided by seminar Participants during the Hotwash. The After Action
Report (AAR) presentation will cover the unclassified portions of the
training exercise conducted on Kauai on August 15th, 2018.
PARKING: Restaurant Row parking validation will be provided, however,
a fee will still be charged by parking structure. Alternate parking is
also available on the street or in nearby municipal structures.
