One requirement that is often neglected is the reading of the merit
badge pamphlet (which is the most valuable resource in preparing for
the merit badge). Scouts MUST read the merit badge pamphlet AND
bring the pamphlet with them to the class. Reading / Reviewing the
merit badge pamphlet is a part of the process of earning a merit
badge.

Scoutmaster Bucky Merit Badge class opportunity is to aid Scouts in
working towards the completion of requirements. This approach does
not focus on the completion of the merit badge, however, as it should
be obvious, completion of requirements eventually leads to completion
of the merit badge in its entirety. According to the BSA Guide to
Advancement, it must be understood that partial completion of the
merit badge is acceptable, and only Scouts who complete all
requirements to the satisfaction of the merit badge counselor will
receive a completed merit badge sign off.
