CAPITAL Engineering & Consulting, LLC, a full service civil engineering firm, was founded in 2013 by Tina Guard, P.E., LEED AP, a licensed civil engineer in Oregon and a Leadership in Energy and Environmental Design (LEED) accredited professional, with 19 years of experience working in her field. CAPITAL has earned a reputation for excellent communication, working collaboratively with owners and design teams, and providing innovative design and high quality construction documents. CAPITAL is based in Eugene and includes a stellar team of three licensed civil engineers, a designer and administrative staff.
